not so fast
neither congress, nor google should determine it. The free market should determine it. It's ok, for everyone to have their own format and compete. but when a clear winner arises, that becomes the standard.

What's the difference if Google sets the standard or the government does? it still means there is one standard that will benefit the company that developed the standard, right? Only now, if the government sets it, it's LAW, and takes a whole lot more effort to deviate from the standard, when you also have to change the law.
