Related problem
There's a related problem ... once they start using any offensive cyberwarfare, anyone could do anything anywhere and blame it on the U.S.

Say, for instance, individual Israelis started hacking Iranian computers or vice versa, or Taliban sympathizers started attacking Pakistani systems or Indian systems. It wouldn't take long to spread propaganda blaming the actions on "covert U.S. government cyber attacks" and in many parts of the Middle East denials by the U.S. would be dismissed as lies. The result could be DDOS or other types of cyber attacks by many individuals or small groups in reprisal, as well as possible physical attacks.

A major problem with cyberwarfare is that, just like spam, botnets, etc., in truth it really doesn't require huge investments in training, equipment, logistics, etc., and attacks that are fairly effective in the short term could indeed be done by a handful of people who are not experts and for all practical purposes they could be done anonymously and with little real likelihood of getting caught.
