They cant control it
The same org that needs backdoors, and vulnerabilities for spying operations, surely cant be in charge of (security) Americas Mainframes and Servers LOL. That would be a house divided against itself, and a conflict of interest.

Also..Remember these same Govt organizations that are to be in charge of hardening infrastructure, also need the spying capability too. (os vuln's, att scandal, probably even secret trojans too, wiretap, new isp tapping laws etc).

Thats why security can truly only be in the private sector.
