More expensive to keep XP
The lifetime of XP is ending, and it is getting more difficult
to obtain it. As a result, there is no cost associated with
"upgrading" to Vista. Rather, it's keeping XP around that is
more expensive. To obtain XP on Dell is $50 more
expensive than the same computer with Vista. And $50 is
a bargain compared to what you would have to pay to find
a separate license and have an IT person install it. In such
a scenario, you effectively pay for the operating system
twice, which is just stupid.

In typical legislative fashion, this rider will make the
budget issues worse (if that truly were the motivating
factor for the bill in the first place). If seeking to cut costs,
they could perhaps mandate Linux in it's stead, but then
would have to pay for the costs of migrating and retraining
users. In the end, it is far easier to upgrade to Vista during
the typical replacement cycle. And the "technical issues" of
it's launch have largely been dealt with. I've actually found
Vista SP1 to be more stable than XP.
