Considering the lack of seriousness afforded vulnerabilities .....
Defending the U.S. from foreign attack is the military's prime responsibility.
Given the historical lack of taking threats seriously from many private and public sectors, this is too important a tasK to be defused with no clearly defined chain of command.
Determined attackers can use confusion and the "it is not my job/responsibility" mentality in a multipronged multistage attack to infiltrate and take down/over successive independent (but interdependent) systems until they can bring the entire country down (or worse, compromise it without detection).
Look at how easy it has been to obfuscate who is ultimately responsible for authorizing the AIG bonuses!
