How do you download a browser...
without a browser already on the OS? Do Windows users have to get browser CD's? Copy them on a thumbnail drive? Or even more inane, MS has to write and supply an non-browser app to download browsers for installation?

If so, who gets to pick? The EEC? Why would Windows users be the only ones who have to suffer this inconvenience?

However, this fits into the EEC's model that dominance is a negative end by itself. It wouldn't matter if MS charged $5 for Windows - if they have a dominant position, any action to reduce that dominance is justified.

Where that falls short though is that here, the EEC would be using a complaint against the browser to cripple a different market (OS.) Let's see if that is consistent with EEC law. It probably would be since the EEC is ruled by fiat and personality instead of written and documented law. Remember, this is on behalf of Opera. I'm sure if IE went away, all those IE users would have bought Opera (when they though they could charge for a browser) instead of Firefox.
