Isn't the Universal Service Fund supposed to help pay this?

The USF has 4 programs including 1 for High Cost, that consumers in all regions of the nation have access to telecommunications services at rates that are affordable and reasonably comparable to those in urban areas.

Where is the fee money that we all pay each month going?
