I don't use a Blackberry, but...
...assuming it supports encrypted e-mail and voice communication, is properly secured (passworded and encrypted), he uses only his official e-mail account for government business, and he keeps it backed up on the White House system, I don't see any reason why he shouldn't be allowed to use it. If it can't be properly secured, maybe RIM can make one that is (would certainly be good business), but otherwise, if he can't be accommodated under current law, then I think he should propose the appropriate changes to Congress.
