- First, the internet is free. Access to the internet costs. FCC didn't imagine each consumer paying up to $100 per month when they decided to go some route. Air waves are public property, sold to private interprise for the same of costing the public to access. A free model will be one way of finally challenging the monopoly holders into a best response.
