Thgere are a lot of reasons to delay
The first one is:
Prove to me that this will not be yet another way that corporations (like google) have us publicly funding their bottom line with little or no benefit to me.

I would be all for it if they are able to block all ads and tracking cookies.

Oh wait, Google will not want that, so we better just jump in and vote for the plan google keeps pushing.
