Expect that if VeriSign has the key authority, they'll require VeriSign certificates. In effect, this will amount to VeriSign being paid for every domain, and considering the number of domains at stake and VeriSign's rates, that's a very large sum of money that will fall into VeriSign's lap.

As for ICANN, I don't imagine that they'll accept just any keys either, nor will they do the job for free.

Bottom line: this isn't about prestige or authority, and certainly not about altruism or "the good of the Net." It's about a very, very large revenue stream.
