... is the civil forfeiture. This gets completely around the whole business of proving that a user actually committed copyright infringement and goes straight for the router, computer, etc. presumptively involved.

Our County Sheriff and Prosecutor have been funding a lot of their operations lately out of civil forfeiture. It's a real money-spinner already, so this should suit them fine.
