Do they have a choice?
Law enforcement often deals with more pressing issues, vice, domestic crime, etc., etc. Running off to China and/or Russia and/or former Soviet block countries to chase "bad guys" I doubt is high on their list. But you knew this as your post clearly alludes.

The real solution is user education as well as shoring up the computers that people use to subsequently make them less gullible, e.g., malware changing a user's "hosts" file.

The fact that Microsoft *FINALLY* has coming out of the box without administrative rights, i.e. Vista, is a massive step forward.

Want to know why Mac OS X has such little malware? No, not because of market share, because their desktops don't run with administrative privileges such that their browser or any other application talking on the Net serves as a proxy for the installation of malware.

To that end, if you don't have Windows Vista and you insist on running with an administrative desktop (how Windows XP is installed by default), you really should consider employing this tool:
