- Some bandwidth management needed

Although totally blocking content is wrong, even though
some of it is probably illegal content. The IP is not trying to
police content but rather provide a equal experience for all
of its customers with a limited amount of bandwidth.
Maybe, broadband providers have simply advertised what
they cannot provide to everyone. Let's not forget that as
with any cable company they are not only providing
internet through that bandwidth but also VOIP, and digital
cable T/V not to mention the analog signal for T/V.
Finding a way to throttle all content in high demand times
