Low-risk offenders' wives stand by their men: Unfortunately, states routinely put the larger percentage of sex offenders into tier III which should only reflect the MOST dangerous and reflect the recidivist rate for that state. Recidivist rates over all, is in the single digits. Labeling the majority as high risk goes against every study I have ever read.
60 million people in this country have experienced INCEST or known to the family, which makes up for 98% of all the people on the registries. Yet, the recidivist for them is between 1 & 2% for first time offenders. And that is WITHOUT treatment. Tier III should be ONLY for the repeat offender, those who DID NOT know their victim and those who used violence. Otherwise they end up "hiding" in the registry.
