Most companies and government institutions that I deal with have a well established CMS that allows the correct employees to inform the public and the organization about what is going on. Most do include appropriate content such as maps and documentation that are well organized. I don't see how blogs, mashups, chat or IM contribute to what you are trying to accomplish. Most of what I've seen relates to people wasting their time not doing their job. CMS was designed to focus the right people and the right message. Give an example where a CMS isn't the better solution for any organization of size that must manage information to both the public and institution.
