Termination fees should be charged to nobody.
Cell phones is the only industry I know of that charges termination fees - and frankly, the practice should be made illegal. Charging people for quitting a service or switching to a competitor is insane. In addition, it's anti-free market: Free markets are all about being able to choose anybody you want whenever you want without fear of penalty or retaliation.
