clicking on the link you provided, I had no trouble accessing the web page, in question, which displayed the following headline :

?[视频]西藏已有部分参与打砸抢烧的不法分子自首?

This on a very ordinary ADSL connexion, with a nominal 8　Mbits/s (in practice, more like 5.64 Mbits/s) downstream speed. Perhaps you should try again ?...
