Kravitz & Administration are both wrong
The Fourth Amendment states:

"The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

Wiretaps are not done in a hot pursuit manner. Investigators have more than enough time to write up a request for a wiretap with the justifications for it. The system of issuing secret warrants for wiretips that was in place prior to 9/11 worked perfectly to allow investigators to place taps when justified; the judges authorizing the taps evaluating the available evidence to determine if the tap was justified or not were acting to protect the people from abuse.

What the Administration wants is carte blanche, to completely cut out any judicial oversite of their actions. No oversite means they can do whatever they want without leaving any evidence of what they did. Without evidence, nobody can take them to court for violating any of your rights. Ergo, they can tap anyone they want whether it's justified or not. Most conversations with sensitive, confidential information are not illegal or about illegal activities; but revelation of them could be extremely damaging to the parties involved. History of past presidential administrations proved that any administrations will abuse their powers if they think they can get away with it. Travelgate was one of those instances of abuse that immediately comes to mind.
