The proper use of authority
Once again we have a case of a public official not realizing the importance of recusal. The fact that her husband is a partner does show a conflict. The firm will receive benefit. Just because he doesn't get a specific set aside from this contract doesn't matter. She can still preside, listen and even advise the other commissioners but she should not vote. It's the perception of neutrality that needs to be maintained. If not every competition or competitor will look to hire firms or individuals with connections instead of merit.
