So why can't...
Time Warner Cable, Yahoo High Speed, Verizon High Speed, all the various mom and pop DSL companies, or, ghasp the ones that assign domain names in the first place simply blacklist em.

Let's take a proactive approach, blacklist the whole domain for that company, lock stock and barrel and force every single person running a legitimate site there (according to the article that amounts to ZERO), and simply screw em. They buy another domain IP block, block it, over and over and over again. They can do whatever they want within their own country, but for the US, Canada, Europe, whomever wants to, all traffic to/from those domains is pipe to the equivalent of /dev/null.

One person with 1 hour per company above per day can keep ahead of their mad scramble to keep changing their IP domain.
