If the consumer is not willing to RT*M, then he/she is not ready to adopt VOIP. Don't adopt a technology until you understand it. If the knuckle-draggers avoid VOIP, then the companies will be forced by the marketplace to make a simple solution to the E911 issue. This should be allowed to correct itself.
Even if the low tech crowd insists in adopting VOIP, this can be managed. Overload them with E911 messages and horror stories, or even lie to them. Tell them that they must always have access to a land line for 911!
