Why not?
It would seem that any distraction, be it the phone, nutrition, makeup, watching a screen, be it, GPS or a movie, foreplay, singing, talking to one's-self,etc. are all distractions, and should all be driving offenses, by anyone.

While teens are singled out due to their already high risk category, any member of any age group can cause a distraction-relatd accident.
