The first major online candidate debate among presidential candidates was in 2000. See http://www.webwhiteblue.org
Also, E-Democracy.Org, a non-partisan, non-profit, is working on proposals for a well funded online presidential candidate e-debate based on our successful model deployed most recently in Minnesota Gubernatorial elections in 2006: http://e-democracy.org/e-debates
We held our first online candidate debate way back in 1994. However, with 2006, the use of video (we did opening statements via YouTube) can now be incorporated into the format.
