Why not build a moat along the border. The moat could be large enough to allow for installation of hydro power units. This could generate usable power. Laser detectors can be installed to detect anyone swimming across the moat or enterning the moat. Using the laser detectors we know exactly where and when someone enters the moat. Existing cameras connected to pattern matching algorithms & existing FBI database can asist in identification. Tunneling becomes extremely difficult because of the foundation required. Water is obtained from the sea. This leaves the actual entry points to US which can be converted to raised bridges. This will make it a trivial matter to force those folks crossing to be subject to identification and search. The point being that manpower can be reduced and deployed where needed at a moments notice from detectors rather than along a wall the span of which must be covered at great expense to be effective.
