Same old, same old
First, a little historical accuracy. I coined the words 'telecommuting' and 'telework' in 1973, so telecommuting didn't suddenly spring onto the world stage in the 1990s. It had been growing for two decades before then. We quantitatively demonstrated all the benefits--and lack of major disbenefits--of telecommuting in '73-'74 and repeatedly after that with a large variety of institutions. Technology never was a barrier, at least in the sense that any lacks of technology were impeding progress. The greatest barrier to telecommuting has always been between the ears of prospective--and ill-informed--managers. The real taks at hand is to reduce the numbers of said managers by education and persuasion (such as: you'll be out of a job if your employees productivity doesn't increase).
