Let's name the premise behind the question
The reason its not a government issue is because of that danged
annoying concept called property rights. You could make the
same argument for nationalizing anything, if you accept the
Fascist premise that the standard is the good of the homeland,
and any individual interest should be subordinated to it. If the
people need cars, then nationalize GM if they don't do what is
considered "in the public good". If the people need a new
shopping mall, then nationalize your house for "the public
good". History shows that people need property rights more
than the order and security of control by force.
