What makes NPR the expert?
It is well known that there are large groups of college students in China that actively engage in hacktivism. Japanese networks routinely block all IP traffic from China because of the threat. Recently, the Chinese hacking groups were planning to hack in to Korean networks so that they can use them as a launch platform for attacks against Japan.

This isn't a judgment of who's right or who's wrong, just acknowledging reality. While I may be partially sympathetic to the Chinese student's movement to protest Japanese text books that white wash WWII history and the atrocities in China, it doesn't mean I condone cyber hacking. I may also be sympathetic to US citizens wanting to protest Al Jazeera, but I still don't condone hacking them.

What makes NPR the expert on these affairs to speculate that China is being framed for hacking activity? It's a well known fact that is publicly promoted by major Chinese websites that even offer exploit scripts to promote hackivism. While they won?t publicly admit this, they are quite proud of it.
