Senator Leahy: "promote and protect" patents.
Quoting the quote in the article:
"We have reaffirmed our commitment to ensuring that our nation's patent laws promote and protect the inventiveness of all of our industries..."

Th e bill intends, of cource, to simplify and standardize the means by which ideas are turned into money. And prevent long delays and ambiguities in the right to collect the money.

The bill does include a few sops to patent payers, I notice. But those can be removed in conference if they detract too much from the purpose of the legislation.
