The vast majority of the people do not care let alone understand how they have lost their privacy.
Funding for TIA is killed by the Senate yet they start implementing it on the State level. No matter there are a few agencies whose actions are classified and who are accountable to no one. They have the resources to do whatever they can conceive of.

As long as the people continue to be apathetic there will be no protections implemented.
