Advocating Open Source locally is fine, however...
Mandating it should not be done. I support an open architecture and the mandate of open standards, but not the enforcement of Open Source. If MS adopts ODF well and it makes sense for you, then you should be free to choose Office. If you run LAMP, you should be able to run WAMP if it makes sense.

Where the problem comes into play, imho, is the transition. Every proprietary program has their own way of doing everything, and therefore, would be forced to change the edges and they don't want to.

So if locally, governments want to support open source to develop their own expertise, great. If they want to adopt open standards for docs, perfect. If they insist on standards compliant print servers, even better. If they demand non proprietary document storage and serving solutions, they are really on a roll, however, leave it up to WHATEVER vendor can do the job best.
