If in going after PC users, cloning Windows gives your target audience (Windows users?) two "points"

One being that it may be compared as a "cheap imitation" of Windows.
Two, That it is really "no different them what they already have".

If they clone the look of OSX, then they may get a person's attention before they notice that the Mac is different then Windows.
