Actually, there are an unlimited number of invitations for the best and brightest. It's the less than best and brightest whose numbers are restricted.

Many private colleges and universities provide substantial financial aid beyond that provided by the Federal government.

Slots in good quality (and up) private colleges are limited in number, and it's scarcity that drives up demand and (subsidized) prices.

Also, in public universities, you might note the large number of situations in which legislatures and the public complain about the ideology being taught at their expense. The influence obtained for the government money is stopped at the classroom door, and often it seems at the gates.
