Feeding the goose that lays golden eggs
The devil's in the details, of course, but it does look like Verizon is moving in the right direction; if so and it turns out to be profitable, then look for other providers to follow suit.

The irony of all of this is that cellular phones are appropriating many of the capabilities promised for ISDN. The difference was that traditional phone service was and is an monopoly in a given area (major difference is that it's now de facto, instead of de jure) which caused phone companies to treat ISDN as a high-priced cash cow (aka a "premium service"), thus insuring that it would be used primarily for data lines, rather than voice (has was originally intended).

Land lines could provide all of the capabilities now provided by cell phones and could do them better (and as cheaply), but appear to have little motivation to do so. Partially explains why many young people are dispensing with land lines entirely.
