Microsoft: XNA. Nintendo: Wiiware. Sony: LinuxDev kits. Who was first to sanction homebrew games? Ghu, was it possibly the PS-2 Linux devkit? Back in the previous console generation? Why, yes! Yes it was Sony that officially sanctioned homebrew. Welcome to the party other folks.
That said, Sony won't have a continuing homebrew footprint unless they release an OpenGL driver for the nVidia coprocessor the PS-3 uses and create a viable marketplace for the homebrewer to sell his/her product.
