It is better to keep the H1B cap as it is and provide some flexibility to H1B visa holders to move the companies as they wish so that it won't hurt in lowering wages and Native-born americans won't suffer as well. Currently H1B visa holders are tightly linked to employers and they don't have much flexibilty. If Congress decreases the cap, then it will adversely hurt Americans and Outsourcing grows. If cap increases, it may hurt little as more foreign born high skilled workers compete with Narive-born americans. So, increasing the cap is far far better than decreasing the cap. Even if there is no change in cap also works fine.
