Stalin would from time to time, allow economic freedoms (5 year plans?) - and then squash any group that became powerful. This lasted for 70+ years (and made the Soviet Union into a superpower). The USSR collapsed because the NUKED themselves (Chernobl) and they spent too much money trying to keep up with the USA. If they were wiser (and luckier), they would still be around. All of that WITHOUT Democracy.
Saudi royals create economic development - yet their state is quite repressive. It helps to be rich in natural resources!
So it seems that being rich in natural resources (USSR was too) can negate the economic forces that you speak of.
