Regulation...
Is never a good thing unless really necessary. And there are almost no situations where it's necessary. Look what a bang up job the government has done in literally all areas of regulation and it's easy to see why it's not the best course of action. Take AT&T, You mentioned the railroads already, Power compainies in California, etc.... Regulation only helps to breed bureaucracy which in turn breeds greater monopolization and so forth.
