This reflects a serious misunderstanding of what ISO did. ISO ratified a document that describes a standard way of using PDF as a format for long term preservation of documents. That document includes normative references to numerous other documents, include the PDF 1.4 Reference. In order to approve this document ISO had to be convinced that all normative references, including the PDF 1.4 Reference, met its criteria of being free of unacceptable intellectual property encumbrances. ISO did so.

As of today, no standards document ratified by ISO contains a reference to the PDF 1.5 or 1.6 manual. But those manuals are available on exactly the same IP terms as the 1.4 reference. Approval of future standards based on newer versions of the 1.4 spec are expected to be approved routinely, which is why ISO approved an advance request for "fast tracking" future updates to PDF/A that update it to newer versions of PDF.

The specifications for PDF 1.4, 1.5, and 1.6 are all copyright Adobe Systems. I do not understand why Mr. Carrol thinks that the phrase "completely controlled by Adobe" applies to PDF 1.5 but not PFD 1.4.
