I've seen nothing like the sort of hardball that's been played in the OOXML standardization effort in the small standards body on which I sit. Consensus seems to work quite well; so well that I have yet to see a dissenting vote (but lots of discussion and compromise nonetheless). Possibly this is because the stakes aren't as high.
