And what do you think would happen if Microsoft only allowed certified apps
And what do you think would happen if Microsoft only allowed certified applications to run on Windows? People would scream bloody murder despite the fact that all Windows 2000 certified applications would run on Windows XP or Vista without any problems. A lot of problems with Windows would go away if people only ran logo-certified applications.

The fact of the matter is, .NET applications can actually be run without an installer. They don't use the registry and they only use localized XML configuration files. You look at the stuff from SysInternals and a lot of those applications run without the need to install. You look at uTorrent and it?s the same thing. Any good application would explicitly specify a local copy of the DLL and avoid DLL sharing hell.
