One possible fix.....
Though I haven't seen the specific error message (they usually flahs by to quickly upon rebooting), I have had similiar situations where power was interuptted or some other unclean shutdown.
Here's what I do: I reinstall a clean copy of Windows into an alternate folder (c:\Windows2). This FORCES a diskcheck and repair before the install is completed and gives you two version to log on with (the new one being at the top of the list). Once I've booted into the old one a verified it's working, I delete the extra entry in the boot.ini file then delete the "Windows2" folder.
For me, at least, it worked every time.
