Having deployed Cisco AVVID in 2001 for a company of less than 50 that there is no realistic way to deploy in small parts. It would be very difficult to have two phone systems running as most small organizations get phone system support from outside vendors. Additionally your test group would need to be at least 10 people, 20% of the organization, at that point it's not a test.
