What about SLA for the ISP
This is a very tricky issue because most of the problem will be your ISP being down, laggy, or dropping packets. A telco keeping their phone systems up is the least of your concerns, getting your packets there within 1/10th of a second in a predictable and orderly manner is the tough part when you're talking about Voice over the Internet.

Most corporations do not rely on Voice over Internet, but Voice over layer 2 point-to-point connections like frame relay or they convert it over to PSTN. Services like Vonage is used by homes and some very small businesses.
