I would . . .
run them by not only Holocaust survivors, but historians. Any that DEFINITELY have historical significance that aren't ALREADY on another website, should be allowed, but only in a restricted area of some sort. In other words, you can't get to them unless:

1) You are logged in to Youtube. No "drive-by" viewings allowed.

2) They must ensure, to the best of their ability, that anyone underage cannot see these things. A "Are you over twenty-one" question box is NOT an appropriate way to do this. There should be some other mechanism to ensure unauthorized viewing doesn't occur (this should be a standard REGARDLESS of the offending video, be it Nazi related, or some of the porn stuff you see posted from time to time . . .)
