There is a Solution to VoIP Blocking
You can't blame the government owned/alligned telco's for protecting their interests. Especially if their behavior is legal/sanctioned in their regime (in many countries, the revenue from International calling supports the local telephone system).

But, you can beat them at their own game. VoIP encryption solutions such as the one offered by Solegy (http://www.solegy.com/sipblocking.htm) mask VoIP packets to circumvent traffic filters.
