Here's a problem...
...the uplink to the Internet.

Like most VoIP systems, Skype works best when latency is low and congestion is rare. This requires money and that source is (directly or indirectly) the students. That leaves me with a choice - do I allow Skype and increase tuition or do a block Skype and try to keep tuition low? For a private non-profit college with no on campus housing the answer is easy.
