This is all a great idea, but the L3 slide is just clouds touching clouds. I realize that lightning works this way, but this is a little short on the specifics of who owns what, and who pays to use it.

The 911 networks in place today are paid for by wireline surcharges. The people who own them (pronounced AT&T and Verizon) have no incentive or interest in letting VoIP calls 'use their wires' as Ed is so fond of saying.

ITEF is doing some development in this area, but they also have a long way to go. I understand the sentiment that 'this just has to happen' but that isn't going to make it so.
