Maybe we should have Home VOIP & Mobile VOIP rules.
I have VOIP, and it's set up for 911, at home. However, if in the future, I get a VOIP device for traveling, and want to hook up at my local Starbucks, I certainly don't want to go through the hassle of setting up my 911 location through a webpage. I also don't want the expense and possible privacy issues of a GPS locator in my mobile VOIP device (How much would that tack on to the price?). Maybe we can have different rules for Home VOIP, and mobile VOIP.
Personally, I think the whole 911 thing, is both
A) Somewhat good, because if there is an emergency it will help
B) Also an excuse for Homeland Security to know everyone's location, when making a phone call.
