my prediction of the demise of VoIP-as-service. The regulators will kill it, and the incumbents will kill it.

Unfortunately, the IP-to-PSTN bridge is the only thing that will extend the life of the PSTN, so the incumbents, by forestalling competition, are shooting themselves in the foot, as pure VoIP just rolls along...

The regulation, if it comes, is about as misguided, technically clueless, and short-sighted as it could be. The connection between a layer-3 network address and a physical location is not discernable by the providers of a network that is not even reliably involved in the connection. The only thing of any value that the incumbents have is the mapping of physical locations to the emergency responders, and that information is - or should be - public property.
